Because according to Senate Bill 2796, you can be imprisoned for 6 to 12 years and made to pay fines of Php 200,000 to Php 1 million. Senate Bill 2796 which has snaked through the Senate today, has essentially made the act of making virtual love illegal with stiff (heh) fines and penalties for people who get caught doing it. The bill also contains measures to combat child pornography on the web, spamming, and other crimes in the series of tubes we call the internet. Unfortunately, the slightly obtuse wording of the cybersex definition which is described as “the willful engagement, maintenance, control, or operation, directly or indirectly, of any lascivious exhibition of sexual organs or sexual activity, with the aid of a computer system” means that under the new law, two consenting adults may still be charged with breaking the law, even if both are willing participants in said activity.
