Visa and LANDBANK have launched a Government Purchase Card designed to help Philippine government agencies manage purchases through a more transparent and efficient digital payment system.
The LANDBANK Visa Government Purchase Card, or GPC, allows participating institutions to move away from traditional cash advances and manual reimbursement procedures. It also introduces built-in controls intended to strengthen spending oversight, accountability, and compliance.
Replacing manual payment processes
The card enables government institutions to make eligible purchases through a digital payment system rather than relying primarily on cash advances and subsequent reimbursements.
Agencies can apply spending limits, restrict card use to approved merchant categories, and monitor transactions digitally. These controls are intended to help institutions manage expenses more consistently while reducing the administrative work associated with manual payment processes.

Digital expense platform coming in late 2026
Cardholders are expected to gain access to an integrated digital expense management platform by the fourth quarter of 2026.
The platform will automate several stages of expense administration, including transaction capture, reconciliation, approval workflows, and reporting. It is also expected to give government agencies greater visibility into spending data and support stronger financial controls.
Supporting government procurement and travel
The LANDBANK Visa GPC is intended for procurement-related payments across public-sector institutions. Potential uses include low-value purchases, government travel expenses, and recurring operational costs.
The Bureau of the Treasury is among the first government institutions to adopt the card. The agency manages the custody and disbursement of government funds through its 16 regional offices nationwide.

Advancing digital public finance
The Government Purchase Card forms part of broader efforts to digitize government financial processes and improve the traceability of public-sector transactions.
By combining card-based payments with configurable spending controls and digital records, Visa and LANDBANK aim to give agencies a more structured way to manage routine purchases. The planned expense platform is expected to extend this system by centralizing reconciliation, approvals, and reporting.
