BlockShoals Technologies, Inc. has joined FinTech Alliance PH as part of its effort to strengthen regulatory compliance, consumer protection, and responsible innovation within the Philippine digital asset ecosystem.
The Philippine-incorporated fintech company has been approved by the Securities and Exchange Commission to operate as a Crypto Asset Intermediary under the agency’s Strategic Sandbox, or StratBox, framework. Its membership aligns the company with an industry organization representing more than 100 corporate members.
Joining the digital finance alliance
According to the release, FinTech Alliance PH members collectively account for more than 95% of the country’s digital retail financial transaction volume. The organization established an industry-led Code of Conduct and Code of Ethics and works with regulators, policymakers, and legislators on the development of inclusive digital finance.

Through its membership, BlockShoals plans to contribute to the alliance’s work in digital payments, financial education, consumer protection, and the broader development of inclusive digital finance in the Philippines.
Operating under the SEC sandbox
BlockShoals operates within the SEC’s StratBox framework, which was institutionalized under SEC Memorandum Circular No. 9, Series of 2024 and is administered through the SEC’s PhiliFintech Innovation Office.
The framework allows participating companies to test an innovative product, service, or business model in a live but controlled environment under the supervision and guidance of the SEC. It is intended to support responsible innovation while strengthening safeguards for consumers.
BlockShoals said its goal is to become a trusted and reliable Crypto Asset Intermediary in the Philippines and the region, with regulatory compliance, consumer protection, and operational reliability forming the foundation of its digital asset services.
Local responsibility and global technology support
BlockShoals is the locally registered and regulated entity through which Binance products and services are made available to users in the Philippines under the StratBox framework. Under this arrangement, BlockShoals holds responsibility for local regulatory compliance, user-facing operations, and related obligations. Binance serves as the global partner providing technology infrastructure and operational support. The company said it aims to combine locally accountable operations with global technology capabilities while maintaining compliance with the Philippine regulatory framework.
