FedEx has integrated U.S. Consumer Product Safety Commission (CPSC) e-filing capabilities into its digital shipping platforms following the implementation of new U.S. import requirements for regulated consumer products.

The rules, which took effect on July 8, 2026, require U.S. importers of CPSC-regulated products to electronically submit product safety information as part of the customs clearance process. For Philippine exporters, this means ensuring the required compliance data is available before goods are shipped to U.S. customers.

New filing requirements for regulated products

U.S. importers must submit the complete CPSC Partner Government Agency (PGA) message set for each regulated product entering the country. Those that pre-register product information through the CPSC Product Registry may instead transmit an abbreviated reference set.

Businesses that intend to use the abbreviated filing option must register their products in the CPSC Product Registry, a process that can take up to six months. Companies that have not yet begun registration may therefore need to submit the full message set until their Product Registry enrollment is completed.

Businesses that fail to provide complete product safety data, electronic documentation, or certificate references risk clearance delays, penalties, or refusal of entry.

Ahead of the implementation, FedEx conducted customer education webinars across 12 Asia-Pacific markets, including the Philippines. The sessions reached more than 5,000 participants and covered product identification, required compliance data, and repeatable documentation procedures designed to minimize clearance disruptions.

Many APAC businesses remain unprepared

Although the requirements are now in effect, FedEx’s customer webinars suggest many businesses are still preparing for the transition.

Among participating businesses shipping consumer products to the United States, 64% said they were not yet ready for the filing requirements. Of those respondents, 28% understood the requirements but had not taken action, while 18% expected significant disruption to their U.S.-bound shipments. Only 15% described their processes as fully operational.

Businesses identified clarity on which products fall under CPSC regulation as their leading need, cited by 32% of respondents. Digital tools for pre-validating data followed at 23%, while 19% sought simpler guidance on product scope, registration, and documentation.

Centralized regulatory resources ranked as the most valued capability, followed by integrated workflow tools and access to trade-compliance and customs expertise.

CPSC filing built into FedEx platforms

FedEx has added CPSC e-filing functions to FedEx Ship Manager and the FedEx API, allowing customers to provide Certificate of Compliance data through their existing shipping workflow.

The platforms support both filing methods: submission of the complete CPSC PGA message set or the abbreviated three-element reference set for products already registered in the CPSC Product Registry. Step-by-step guidance is also available to help businesses establish a consistent process for U.S.-bound shipments of regulated goods.

As businesses adapt to the new filing requirements, FedEx is providing direct customer outreach and instructional materials covering regulated-product identification, compliance data preparation, and Product Registry enrollment.

Customers may also consult FedEx trade compliance and customs clearance specialists for documentation and clearance support. Current compliance guidance, service information, and tutorials are available through the company’s CPSC resources and U.S. Tariff Hub.
