The airline is using ChatGPT Enterprise and OpenAI technologies to redesign workflows, reduce manual work, and build a roadmap for broader AI adoption.

Cebu Pacific is expanding its enterprise AI strategy through a collaboration with Thinking Machines Data Science and OpenAI, focusing on practical use cases that can improve workflows, reduce manual effort, and support more consistent decision-making across the business.

The program moves beyond isolated AI pilots by identifying high-value workflows, testing solutions in real operating conditions, and applying governance based on each use case’s risk. Business teams also co-created solutions, helping Cebu Pacific build internal ownership while gathering evidence for further investment.

AI moves into everyday workflows

Since rolling out ChatGPT Enterprise, several Cebu Pacific departments have reported measurable improvements in how long routine tasks take.

Legal contract review time fell by approximately half, from an average of 2.5 hours to around 1.2 hours. Project intake and triage turnaround dropped from five days to about one day, while manual review effort fell by about 80%. Engineering reference searches, which previously took 10 to 15 minutes, were brought down to under 10 seconds.

The internal adoption figures suggest AI is also becoming part of regular work rather than remaining a specialized tool. Following the program, 86% of surveyed users said AI supported more than one-third of their daily work.

From experimentation to operational use

“At Cebu Pacific, we see AI as a practical way to make every customer’s journey simpler and our operations more reliable,” said Fabricio Ibáñez, chief digital and technology officer of Cebu Pacific.

“It helps our people solve problems faster, make better decisions, and focus on higher-value work. Working with OpenAI technology and Thinking Machines, we are turning experimentation into real workflows that create value for our people and customers.”

Ibáñez added that the collaboration helped turn broad interest in AI into more concrete momentum across the organization, particularly by reducing friction in everyday processes and giving teams more time to focus on passenger-facing priorities.

A risk-based approach to AI governance

The rollout also emphasizes matching governance and evaluation to the risk level of each workflow.

Rather than applying the same controls to every AI use case, Cebu Pacific calibrated oversight depending on how sensitive or consequential the workflow was. That approach allowed the airline to test where AI could create value while maintaining clearer accountability as adoption expanded.

This is particularly important as enterprise AI moves into areas that touch legal review, engineering information, operational processes, and other functions where accuracy and decision quality matter.

Next step: APIs, agents, and deeper integration

Cebu Pacific is now moving into the next stage of its AI roadmap.

The airline plans to expand ChatGPT-enabled work, develop additional solutions using OpenAI APIs, strengthen change-management support, and pursue agentic applications that can connect with enterprise data and systems. These investments are intended to improve both employee and customer experiences while creating longer-term operational value.

Thinking Machines Data Science, which is an Advanced and Services Partner for OpenAI in the Asia Pacific region, is supporting Cebu Pacific in designing and adopting these AI systems. The company has worked with more than 110 clients since 2015 and has trained over 12,000 professionals to apply AI.
